Minimizing barriers to entry

Council has approved a proposal to remove the requirement for teachers educated outside Ontario to teach successfully for one school year as a condition of certification.

All applicants will still have to provide proof of successful completion of supervised practice teaching or experience as a classroom teacher.

Currently, members of the College who completed their teacher education outside Ontario receive interim certification with a condition requiring them to teach in "Ontario public schools for 194 days before they can convert their interim certificate to a Certificate of Qualification.

Council also approved a proposal to remove the teaching requirement for teacher candidates enrolled in multi-session programs, to be replaced by a requirement that they complete a supervised practicum.

“These changes will help minimize barriers to Ontario certification for those educated outside the province,” said Registrar Brian McGowan, “and ensure that our registration practices are fair for all applicants.”

The College will now consult with the Ministry of Education to draft changes to the Teachers’ Qualifications Regulation. Once the proposed changes have been captured in regulatory language, they will be presented to a future meeting of Council for review and approval.
