New qualifying test rules for ICQ holders

Interim Certificate of Qualification (ICQ) holders whose teaching licences have been cancelled because they did not meet the Ontario Teacher Qualifying Test requirement will have to pass the test before they can be reinstated.

The new policy comes into effect October 1st as a result of a College regulation recently approved by the Ontario Cabinet. The policy meets the intent of earlier legislation that established the requirement for new applicants.

Interim certificates are issued to teacher education program graduates. ICQ holders are required to teach for a year in Ontario and to pass the qualifying test within a year of their certificate's date of issue before they can convert to a Certificate of Qualification.

The College is required by law to cancel certificates of those who do not meet these requirements.

To avoid forcing removal of teachers from the classroom, the College has allowed ICQ holders, whose certificates had been cancelled, to reapply immediately to the College and had granted additional time to pass the test.

This will not be possible after October 1.
